The Ethics of Cognitive Enhancers: Cognitive Scientific Approach

Abstract
The regulation on the assisted reproduction using the gamete and the purpose of this paper is to examine an ethical question regarding cognitive enhancer from the viewpoint of cognitive science. I provide contexts in which off-label uses of cognitive enhancers are permitted by examining the notion of neural correlates of consciousness. Cognitive enhancing drugs artificially changing mental states by altering neural states are problematic not only because they have side-effects but also because it may not preserve social justice which is based on the equality of chances in competitive situations. In this paper, I offer four basic contexts in which cognitive enhancers are used. I argue that cognitive enhancing drugs can be allowed depending on their effects and purposes of uses. One factor of the criterion of the use of cognitive enhancer is whether it is for short-term effects(cognitive enhancer S), or for long-term effects(cognitive enhancer L). The other is whether cognitive enhancer is for public safety or efficacy, or individual advantage against other¡¯s. Bring these two factors together, three kinds of contexts turn out to be ethically non-problematic. In conclusion, this paper lays the theoretical foundation for further study of regulations of cognitive enhancer.
